Rather however than see the poor and indigent Freedman of the South die from starvation, he has requested appropriations from Congress to support such, as cannot be taken care of by the local authorities, and in the meanwhile he has instructed Col. O. Brown to issue rations in limited quantities to such as actually require the assistance of the General Government.

A copy of this letter will be sent to Col. Brown, & you are respectfully referred to him for further information on this subject. Whatever course he may agree to pursue, will be approved by this Bureau.
