Colonel:
In reply to your letter of the 10th inst. I am instructed by Maj. Gen'l. Howard to say that your application for additional officers has been favorably considered, and until they report, you will retain in service officers of Volunteer Regts. now on duty with you whose services cannot be dispensed with.

As to the proposition of certain Freedmen, that rather than have Agents of the Bureau withdraw they would subscribe for their support, I am directed to instruct you to act as in your judgment may seem best, remembering if such an agreement be entered into, security should be given that the salaries be regularly paid
