a cause of distress and suffering. Last Summer, and through the Fall, a large proportion of the freed people were able to eke out their scouty nation with greens and vegetables, while work and wages were readily obtained, and by this means they were all to supply themselves with many necessaries, but now, these are gone, numerative employment is not to be had, and I have been told again and again, that the nation now furnished for seven days cannot be made to last more than three or four; thus persons who are disabled, and cannot work must furnish and contrive to make their portions last through the seven days. I would therefore, most respectfully suggest that the order confirming the issue to the partial nation be revoked, and the full nation be issued for two or three months, when the extreme cold and stormy weather will be fast, and opportunities for labor will be more abundant.

I am Colonel.
Very respectfully,
your obedient servant

C.B. Wilder
Capt. A.Q.M. Supt, 9th Dist.
