Colonel,
In reply to your inquiry relative to the meaning of the postscript of the inclosed letter. I have the honor to state that the following is the only case where citizen physicians are nor required to take the oath: Viz:-

When the inhabitants of any town, city, county or any locality pay Said physicians for attendance upon destitute freedmen and refugees, the Bureau so far recognizing them as to furnish medical supplies.—

For instance, should the city authorities of Lynchburg be willing to hire Dr. Craighill
