Colonel; In reply to your communication of January 13th, requesting that the four field officers assigned to duty in Virginia by Par. 23, Special Orders No 16. C.S. A.G.O. be exchanged for eight line officers, I have the honor to invite your attention to enclosed copies of paragraphs 1 and 2. Special Orders No 13 C.S. from this Bureau, relieving the field Officers and assigning a like number of line officers to supply their places.
