Colonel;
In reply to your communication of January 13th, requesting that the four field officers assigned to duty in Virginia by Par. 23, Special Orders No 16. C.S. Special Orders No 13 C.S. from this Bureau, relieving the field Officers and assigning a like number of line officers to supply their places.

Owing to the small number of officers assigned to this Bureau, it is impossible to give you a greater number in exchange

I am, Colonel,
Very Respectfully
