I have the honor to transmit my report on statements and endorsements made by Capt. Wilder and R Churchill Agents Freedman's Bureau, and to again emphatically deny ever having obstructed the operations of the Bureau, either by act or inclination. I have at all times cheerfully accorded my prompt attention - when asked to do so - and personal services.

The limits of a report are necessarily brief. I have endeavored to make mine as short as possible, consistent with justice to myself, and the subject, and the aggravated circumstances of the case. Much more might be said but I consider it proper to reserve some facts in order that they may be of service in supporting my report, should it be questioned.

I have the honor to respectfully request that officers of the army may, in future, be secured from the repetition of the malicious and impertinent letters and endorsements of Capt Wilder and his sub agent Churchill.
