Colonel, 
I have the honor to acknowledge the receipt of your endorsement of the 8th inst, forwarding a communication from Capt Lacy A.Q.M concerning the demand for freedmen's labor in his district. 

In reply, I am instructed to suggest to you that should there be an excess of labor in one quarter of the state, and a demand for it in another, that the surplus negroes from the overstocked districts, should be removed to where they can find employment; these only, going, who can be induced voluntarily to do so.
