1. Resolved That the owners of lands who are represented in this meeting are willing either to lease their lands to freed men, or to employ them as laborers on those lands,  The contracts for lease or for hire being at rates to be agreed upon and ratified by the authority placed in control of the interests and condition of the freedmen; which contracts will be accepted by the owners if consistent with a reasonable view of their own interests

2. Resolved that in order to make any such arrangements effective, it will be absolutely necessary that the authority mentioned shall compel the performance of such contracts on the part of the freedmen, both with regard to the payment of rent and with regard to the performance of labor by the freedmen; and this performance of labor must be enforced not only as to the proper amount to be performed in any given time, but as to the adherence to the contract to labor, for the whole period agreed upon. The security on the part of the proprietors to the freedmen that the undertakings of the former will be performed, will of course be in the[[strikethrough]]ir own [[strikethrough]] hands of the freedmen themselves.

3. Resolved that the only security on the part of this community against the evils above recited, will be the removal from  this region of such freedmen as will neither labor nor provide, in some other honest way, a sufficient support for themselves and their families.
