much if not all of it to a public school enterprise which is not a part of the govt, but essentially a private interest, praiseworthy so far as I know, but still private interest as distinguished from the Govt. 

I trust and believe Colonel, that for the above consideration, and as a matter of pure justice, you will surrender this property to me its owner, rather that to a private or some private interest, which has no equitable or legal claim to it. 

Hoping that your approval will endorse this application to Major Genl. Howard, who not less than yourself, stands high among our people for rectitude of purpose.
