Washington March 3rd 1866 Major Fowler A.A.G. Major In addition to my application, I have the honor to state the following facts. 1 Colonel Brown said to me that he would gladly avoid an arrangement resulting in the occupancy of the building by Mr Chase's schools. 2 Colo. Brown and other friends of Mr Chase regard the property too expensive for such a purpose. 3. Mr Chase and others assured me that only white schools would occupy the building. 4 Mr Chase and his schools are already occupying excellent quarters owned by the Govt which are better than the one he seeks for his purpose in many respects. 5 The Gov't owns some confiscated property in Richmond which Mr Chase can easily get thus having a choice between his present good quarters and others nearer the centre of the city, which at small expense can be fitted up for his purposes.
