General,
I have the honor to inform you that, early in January last this Commission was assigned the unoccupied portion of the late "Head-quarters of the Provost Marshal General C.S.A.", built by the pretended government and now owned by the United States. This was by the advice and authority of Brev't Maj. Gen. Turner Commd'g Henrico and Maj. Gen. Terry Commd'g Dept. Virginia. The property has since been transferred to the Freedmen's Bureau and the occupancy continued by Col. Brown, Asst. Comr.

During this time the Commission has expended nearly $1300 as follows:

1st In fitting the building for six schools for indigent white children, for whom there are no schools accessible.

2nd In preparing for a public Reading Room for the poor - Richmond has none.

3rd In establishing an Industrial Department, now in successful operation, with arrangements for giving work to a hundred destitute white & colored families.

The Commission now ask to be confirmed in the occupancy of this property for one year, in order that it may make arrangements proportionate to the demands of the
