Colonel, 
In reply to so much of your letter of the 24th inst, as refers to the publication of an order to be approved by the President, to the effect that the bureau is to continue one year from date of Proclamation declaring the War at an end, I am instructed by Maj. Gen. Howard to say that his circular letter of the 23d inst, is intended to convey that intelligence to the officers of the bureau and to the public generally. 
Col. Brown is authorized to give the letter as wide circulation as he may consider necessary.
