States that Capt Platt keeping a hotel at Petersburg, (says Capt Barnes is corrupt and making money out of his position.
"A Capt of regulators" is reported to have ordered a school teacher to leave,- desired by citizens to remain, this at Appomattox Court House.
Capt Clayton is also accused of corruption.
Requests an Inspector he sent to investigate
