Colonel:
In answer to your telegram of Nov. 16th. I am directed to say that Mr. Binckley, the lessee of the Myers Fisher farm, reports that Mr. Fisher, to whom that property was restored by your order of October 2nd, has distrained his personal property for rent which became due in August last.

Unless in your order of restoration you released to Mr. Fisher the back rents, Mr. F. is distraining property for rent which is not due to him but to the Bureau, an injustice not only to the Bureau, but a great injustice to Mr. Binckley, the tenant, (over)
