Colonel,
Enclosed, I have the honor to transmit, for your information, a copy of a letter from Brvt. Maj. Geo. B Carse, giving an account of the manner in which the citizens of Lexington Va, treat officers of the Army stationed at that point.
Maj. Gen. Howard directs me to request you to have this case investigated, and such assistance afforded to Maj. Carse, as will prevent in future the recurrence of similar outrages.
