Respectfully returned to Brvt Brig. Genl O. Brown Asst Commissioner at Richmond Va. The "Heber Kerr Estate" was transferred to me by Mr. Hartley, the Special Agt. of the Treas. Department, along with others in that county. The farm was leased by the Treas Dept, for the year 1865. No application being made for its restoration by Mr Kerr or his agt I leased the place in the month of February to Dr. S. L. Orr the foreman of the Steam Saw Mill nearby belonging to the Bureau to be used as Hd Qurs for the Foreman & the help (over)
