24th April 1866

Sir,
I was at your office last week, but was informed you had gone to Norfolk.

You may remember that in the last winter, I mentioned to you that I had received a communication from Genl. Howard, thro' Col. Woodhull, in which he says "he had instructed you to issue rations in limited quantities to such" (of the poor and indigent freedmen of the South,) "as actually required the assistance of the General government".  I think a copy of this communication which was dated 22d Decr 1865 was sent to you from Washington.  You told me you were then waiting the action of the Legislature of Virginia, & had no doubt that you would to do what would be satisfactory to me.  Since that period I have been supporting about thirty negros, who from their condition are unable to provide for themselves, on the North Wales & Broad Neck estates, & I think about the same number on my own.  A list of their names can be furnished you.  I now wish to call your attention to the
