CIRCULAR No. 18. 

I. All Assistant Superintendents will immediately forward to these Head Quarters (through the Office of the Superintendent) a report stating the number of destitute and suffering white citizens in their respective sub-districts who do not receive relief from the civil authorities, and the amount of rations which will be immediately needed to prevent actual suffering among that class of persons. They will also in future forward on the first day of each month a report estimating the amount of rations which will be needed for the same purpose in the next succeeding month. Both these reports will give particulars of name, age, sex and circumstances. 

II. The Assistant Superintendents will also immediately forward (through the Office of the Superintendent) a report, in accordance with the following form, of all persons, either white or colored, who require and are unable to provide necessary corn and other seed for planting. The blanks opposite the names of those who have no land will be filled up "No land."
