General,
I am directed to request you to give the Bureau your views upon the propriety of reducing your force of officers in Virginia to Nine (9) Superintendents of Districts, with permanent Headquarters, and to Five (5) or Eight (8) Inspectors, who shall constantly travel from County to County on tours of inspection and observation.  

Also whether you could not dispense with all civilians except clerks, and a Supt. of Schools.
