we have yet to see an instance where the kindness and leniency of the Government has been calculated to make its enemies more loyal, but it has had a tendency to embolden them in their opposition.

If Mr Blackstone has been given control of those estates as asserted by him, we feel sure that misrepresentations. have been made to Mr Risley, for we know that his fidelity to the Government and his desire to protect its interests would have prevented him from giving any encouragement to disloyalty.
 
In conclusion we will call your attention to the fact, that the stay law of Va. does not prevent the prosecution of claims in the courts against absentees.
