statements, and an expression of entire dissatisfaction with Lieut. Chase on the part of the white people who write the letters enclosed by Mr. Bradford. Lieut. Chase was injudicious, but it does not appear that his motives were incorrect, or that what he did is of sufficient importance to warrant his removal. Genl. Brown's opinion concedes substantially with this view of the case. If the general complaints made by Mr. B. against the officer were reduced by him to specific charges, and presented to the Asst. Commissioner, no doubt the matter would be thoroughly investigated and justly decided. One cannot fail to observe in the papers produced here, a display of feeling, perhaps on the side of both parties; They do not contain evidence of wrong on the part of the officer, any further than has already been referred to as an indiscretion, and are written almost without exception, by persons who cannot fairly be considered disinterested parties. It will not be right to condemn an officer upon this kind of exparte testimony, particularly when collected by one who in his last communication to this office, uses these words.
