General:

I am directed by Major Genl. Howard to invite your attention to the enclosed copy of a letter forwarded to you April 26th with reference to Lieut. Chase, Asst. Supt. of Freedmen at Culpepper C.H.

The case has been brought to this attention again by a Mr. Bradford who seems to be active in preferring charges against the Lieutenant.

The papers presented are not of such a character as to induce the belief that the Lieutenant has acted criminally, but he has been indiscreet in writing letters for publication, conversation on the street, and in the discharge of his duties.

It is very important at this time, that officers of the
