War Department,
Bureau Refugees, Freedmen, and Abandoned Lands,
Washington, June 27th 1866.

Maj. Gen. A. H. Terry
Ass't Commissioner

General,
I have hesitated about expending anything for repairs on any public buildings, used for schools, for want of appropriations. Now there is little doubt with regard to our Bureau appropriations, you may authorize Gen'l Armstrong to furnish shingles and materials for repairs and changes in Gov't, buildings, fitting them for school purposes. Keep the amount low, as there are a great many such repairs to make. Have him send your estimates first, and then authorize if reasonable, except for the building which has just been removed to Slab-town; this must be covered immediately, to protect the property.

Respectfully,
O. O. Howard
Major General Com'r
