Virginia 

At a County Court held for Elizabeth City County, Dec 28th 1866 on the motion of Catherine B. Whiting who made oath thereto and together with A.J. Whiting and Wm Lowry her securities, who justified on oath as to their sufficiency, entered into and acknowledged a bond in the penalty of one thousand dollars, conditioned according to law, certificate is granted her for obtaining letters of administration with the will annexed on the estate of Henry Whiting died in due form.

I couldn't make out the last names of Catherine, AJ and Henry. Maybe it's Ghiling or Whiling? It looks like Whiting. I also couldn't make out the sign off of the letter at the bottom so left that blank - Whiting looks right to me, filled in blanks
