Colonel:

You will proceed to Yorktown via Richmond for the purpose of investigating the claims of Mr. S.C. White against the Bureau for the rent of Plantation used for the freedmen.

You will find by the enclosed papers that the President of the United States has directed that Mr. White receive rent for his plantation from May 20th, 1865, till the order was issued restoring the property.  You will find that a portion of the plantation was rented to parties for a money rent by the Asst. Commissioner.

The proper proportion of this rent should be restored to Mr. White.  A large portion of the plantation was used as a Home-farm.  The Commissioner desires
