Sir: 
Your Estimates for July are hereby respectfully returned, to enable your chief  D.O. to comply with Circular 9. Your attention is called to the endorsement on the estimate for shingles to cover school houses. I am sorry that there has been so much delay about these estimates but the business could not be done sooner. It is very desirable that all disbursements should be made by one officer. I have written Maj White in relation to it? On what Asst. Treas. or Depository will you have your draft drawn?
