Richmond, Va., July 20th 1866.

Major General O.O. Howard
Commissioner &c
Washington D.C.
General

As this clothing is well adapted for summer wear, I would respectfully suggest that what is not required for use in this State, be distributed among the other Southern States for the use of destitute Freedmen. We have now on hand, Fifty Four Hundred and Seventy Seven (5.477) pairs of Pants, Twenty Two Thousand Six Hundred and Fifteen (22.615) Shirts, and Three Hundred and Thirty Five (335) pairs of Drawers,
