General,
Immediate action being necessary to secure to the Freedmen the advantages contemplated under the Act of Congress for the disposal of Public lands, approved by the President June 21st 1866 — I have the honor to request that as complete maps and descriptions as can be obtained of said lands, from the Land Office or any other source: be forwarded as soon as possible to these Head Quarters.

I would further enquire whether the government will furnish transportation for freedmen to these lands, and such temporary subsistence as they may require.
