I have the honor to report that numerous complaints are being made to me by the Freedmen who had judgement given in their favor by the Freedmens Court, for Services performed in year 1865, to the effect that their former employers, (who were ordered by the Court to pay them) have delayed settling, by fair promises, but who since the adjournment of the Freedmens Court, refuse to settle, and say they never will, unless they are compelled to. Up to this present time I have tried my influence with the parties for a Settlement, but all to no effect. The Freedmen have no money with which they can employ a Lawyer to attend to their business, and they are obliged to lose the benefit of their labor. Mr. George Martin and Dr. Peter Dillard are two of the most prominent men in this County who have acted in this manner. In the County of Patrick in
