In answer to your communication of August 17th, requesting information concerning the late Bounty act, I am directed by Maj. Genl. O.O. Howard, Com'r. &c. to state that until the report of the Board convened to establish regulations for payments under that act, has been made, it will be almost impossible to give satisfactory information respecting it. Its effect upon colored soldiers will depend to a great extent upon the joint resolutions approved June 15th and July 26th 1866, copies of which have been furnished you.

Payment under these resolutions has also been stopped for reasons not yet made known to this office.

Because of these circumstances it has been considered unadvisable to issue any instructions until some settled course of action has been determined upon by the Departments. It is suggested that claims under the act and resolutions referred to be received
