not come within any of the exceptions of the Amnesty Proclamation of President Johnson, and that the said tract of land has not been confiscated, nor have any proceedings looking to confiscate been instituted. (See certificate of Wm. H. Barry, enclosed). The said tract is now held by a tenant, holding a lease which will expire on the 1st of January 1867, under same agent of the U.S. Government stationed in this section. In consideration of all which your petitioner believing that under the proclamation of President Johnson he is entitled to the restoration of the said land to him, respectfully asks that such restoration be made, and for such other relief as justice and equity may require.

This day personally appeared before me, Wm P. Moore JP a Justice of the Peace for the county of Northampton the above named Richard B. Winder and made oath that the facts stated in the above petition are true, and that he does not come within any of the exceptions of President Johnson's Proclamation of May 29th 1865. Given under my hand this the 17th day of August 1866.
