General:
You will allow the Freedmen of Norfolk Fortress Monroe and Yorktown, Va, to assemble and elect a delegate from each settlement to visit plantations in Texas or other States, where in the estimation of the Assistant Commissioner remuneration employment can be obtained.

These delegates to return, and if the results of their examination warrant it, to induce the people of the large and destitute settlements to remove to such place as may offer employment.

Transportation will be furnished to these delegates upon evidence of their proper
