General:
The Commissioner directs me to say that a Mr. John Abbott, who is on his way to Mississippi with freedmen, telegraphs to him from Lynchburg for rations and states that he cannot draw them there.

You are hereby authorized to direct the proper officer to issue five (5) days rations to the freedmen (laborers) in charge of Mr. Abbott, that is to not more that one hundred and fifty (150) such freedmen.
