General,
I am directed by Maj. Gen. Howard, Commr. &c, to state that the freedmen now living upon the W.E. Taylor farm have complained at this office that they have been ordered to leave the farm, and threatened with being turned out at the point of the bayonet, unless they vacate the place by the place by the 15th of December.
   
The records of this office show that on the 4th of September, 1866, Capt. Austin, Supt. &c was directed by the Asst. Commr. for Virginia to remove the freedmen to the Wise farm, and the Norfolk Hospital.
   
On the 12th of September, the Asst. Commr. recommended
