Bvt Maj Genl & Asst Comr Desires information as to whether or not, it has been decided that colored soldiers not free on the 19th April 1861 are entitled to bounty under the act July 28th 1866. Claim Division Washington Dec. 5th 1866. Respectfully returned with the information, that it has been decided that in claims of colored soldiers, evidence of freedom shall be no longer required, and that if there is no evidence upon the muster rolls or of record, showing them to have been slaves, bounty will be paid them the same as whites.
