Respectfully returned to the Asst Comr with report that I do not think that the Services of an Att'y for the Freedpeople in this District will better their condition or relieve their wants so much as the same expense otherwise appropriated. To be educated, to learn habits of industry & to be independent and self supporting would prevent more litigation than the employment of an Att'y especially if his services were free to them —. There will probably be cases in which the services of an Atty will be required, and if these cases could be specially provided for, it would prevent the evils arising from a gratuitous assistance or the impression that they are a class specially provided for.
