Matthews Ct. Ho. Va. Decr. 27th 1866.

Genl S.C. Armstrong
Supt. 5th Dist. Va.

Sir
At our last interview a few weeks since you spoke of an Almshouse that was being completed for the reception of a limited number of the most destitute and suffering Freedpeople.
I have now two cases of entirely helpless persons (Daniel Lind & Sarah Jarvis) who have no homes and no one to care for, or look after them. I have repeatedly urged the overseers of the town to at least provide a home for them but they have refused to do so on the grounds that they have no place even for the suffering white paupers. These Col"d persons are both very aged and infirm and unless they are cared for I fear they will not survive the winter. I am furnishing rations to them but this is not enough - they want clothing and warm quarters which they cannot obtain
