General:
I have the honor to report, in accordance with letter from your office of December 31st 1866, that in my opinion the prospects of disturbance on the Peninsula are continually lessening. I have very slight apprehensions of any outbreak. Should there be any Events it would occur at Yorktown or Hampton at which point there are already sufficient troops. The Freedmen are, however, committing small depredations many of them making their living in this way. To prevent this, and to confine them to legitimate occupations for support, I think that a cavalry force of, say, Thirty (30) well selected men, properly officered, is indispensable, of whom
