and immediate transportation to give to "Freedmen" who wish to [[hole in paper]] to the back and river counties in this state, I am positive that during the present year the "Freedmens" settlement in this immediate vicinity could be greatly lessened.  One of the great difficulties I have to contend against is the fear in the minds of the "Freedmen" that when they go back to their former homes, they will receive no justice and have their rights constantly tread under foot.  The influx of population of the county bring back with them most doleful accounts of their treatment by the "Whites."  Could the "Freedmen" be assured that justice would be given them outside of this county one of the greatest difficulties would be surmounted regarding their removal.
