General:
I have the honor to forward herewith reports of the number of freed people who have during the year 1866 migrated from the lower peninsula by which it appears that the population in the year 1866, diminished by two thousand six hundred and eighty nine (2689). This I consider reasonable and probable. I have asked many of the most intelligent citizens of that vicinity as to the amount of emigration at private expense, and they say, generally, that it has equalled that at public expense. This estimate would roll up the number to about 3500. Balancing ingress and egress I think it safe to report that during the past year the population of the lower peninsula
