General:
In the "Officer's Manual" this day rec'd, I find that the clothing for women is restricted to "one frock of Kersey "one skirt of suitable material, and not exceeding "two pairs of shoes". This is by no means sufficient for the actual needs of those in Hospital and Military prison, and also those who desire to remove to other localities. It is respectfully suggested that a complete set of undergarments for these destitute women is imperatively demanded by the necessities of the case. There is just as much need for this completion to the women's outfit, as for what is already provided for by the "Manual."
