General:
In compliance with instructions in letter dated January 25 1867, I have the honor to report that every effort is made to comply with Circular of November 6th, 1865, but much difficulty having been found in transferring the number from the Ration Returns to the Blank Monthly Report in such a way as to correctly show the number to whom Rations were issued during the month. I have adopted the following rule viz: When the return was for the whole month the number of males, Females and aggregate were transferred to the monthly blanks as they were on the return. When the return was for ten or fifteen days or any part of the month then was added to the number on the return for the first day of the month the total gain during the month. This gave the aggregate during the whole month. The number of Rations received and issued are carefully compared with the original Return and the
