General:
I have the honor to forward herewith a document which will explain itself, and in regard thereto to state that I have seen Bayley Wyat who delivered the speech the substance of which is purported to be given. As states that he did not say "We was first ordered to pay the rent, and we paid de rent," which language is on the 2nd page, 2nd column near the top, but that he called on the people urgently to pay their rents. The whole difficulty with the settlements near Yorktown is concerning rents, which for the year 1866 have not, as a rule, been half paid, and hence landowners will not consent to re-rent their farms. While the people are very poor, much of this delinquency is, in my opinion, due to the doctrine of divine
