General,
I have the honor to state that it will, in my estimation, be impossible for more than half of those who apply at the offices in my District for transportation to give "the name in full, and" "residence of the applicants friend or expected employer"; on information sufficient to "enable" "the offices of this Bureau at the point of destination, to ascertain, if required the truth of" "the facts upon which the application is based."

A large proportion of those who apple, know the region to which they desire to go, have friends there, are confident that they can get work there, have heard that work is to be had by those returned from such regimes, and from their manner and general appearance, satisfy the offices of the Bureau
