General.
In accordance with instructions received, I have the honor to nominate Mr. Frank K. Smith late Major U.S. Vols. as Asst. Supt. for the county of Gloucester. 

I would recommend that Lieut. Chandler be relieved from his present duties, and assigned to the charge of James City County, and that Major Smith be appointed to the Sub-district of Matthews and Gloucester. Hd qrs. Matthews C.H. 

Major Smith is much superior to Lieut. Chandler as an administrative officer, and I am satisfied that this arrangement will be best for the interests of the freedmen in my District.
