This communication will be handed you by Mr. Geo. Loring, agent and partner of J.D. Blackburn of Pine Bluff Ark.– He has contracted with a number of destitute Freedmen in the 1st Dist. as laid down in Article 6, page 28 B. & 28 C. Bureau Officers Manual–
Enclosed you will find requisition for transportation No. 452, please obtain transportation orders from the Q.M. Dept. and have the two copies made –
It is suggested that it is unnecessary to copy all the orders – but that it will be sufficient to copy the one from the starting point and to state the series and numbers of the others after the number of the one so copied.–
One copy to be forwarded to these Head Quarters, and the original orders and other copy to be delivered to Mr. Loring – who will receipt for the original orders –
Enclosed I also send copy of contract, list of Freedmen contracted with certified to by Mr. Loring and copy of Genl Howards order authorizing the issue of the transportation – These papers
