General:
In view of recent inquiries from your office and from the Commissioner at Washington regarding the peace of  Williamsburg and vicinity, I have the honor to report that I have just returned from a visit to that sub-district and found affairs in a most flourishing and encouraging condition.

The settlements of freedmen are rapidly peaceably, and without even bad feelings breaking up; their regard for the Bureau was never greater: and it has indeed, greatly gained in their confidence and respect.

I take pleasure in giving Capt Massey Asst. Supt great credit for his energy and success; he has brought about the present state of things with very little assistance from me.
