Louisa Wilkinson (Col'd) complains that Mrs Ben Timblick New Kent Co. has two  boys, named Major Demick and John Isom Taylor, who are her Nephews. She has applied for them, being desirous of taking care of them, herself, being the next in kin to the boys, but was unable to obtain them since which time they have been bound out by the Asst Supt of New Kent Co.

Respectfully returned to Gen. S.C. Armstrong Supt. 5th Dist Va. with information that the within named children were by me bound to Mrs. E.S. Timberlake of New Kent Co.

Two applications have been made by different alleged relatives for these children; the first being by Strater Cole. In binding orphans I invariably make personal investigation of the character of the applicant, and always privately examine the children as to their previous treatment, and if any cause of complaint exists do not bind the children to the parties asking it.

My relation as guardian to orphans being nearer than that of any of their relations, I have not asked their consent.
