It is perhaps due to explain that owing to several recent changes in the Assistant Superintendencies in this district and to continuous bad weather for nearly a month, making the roads impassable, the report upon schools called for in Circular No 5 C.S. from the Commissioner at Washington will be unavoidably delayed.
I wish these reports to be [[strikethrough]] as [[/strikethrough]] full and exhaustive, and have taken pains to charge Asst. Supts. to make careful investigations before sending in reports.
