Sir,
I have to report that on March 23rd. 1867, Edward S. Ragan a discharged Union Solider, and deck-hand on the schooner "Emma" of Philadelphia which sank near Fredricksburg Va., was shot at by some one concealed in the woods about one mile this side of Williamsburg, while on his way to Richmond.
Ragan says that on inquiry of the negroes in the vicinity he was told that it was probably a man named Treadwell who lives near that spot and is known to hate all northerners.
Ragan went to Richmond to ship again.
